Why did US shift its policy towards Yugoslavia?

Interesting read by the "dear leader" mr. Ronald Reagan:

Also, there is a good report called "U.S. Policy toward the Demise of Yugoslavia: the "Virus of Nationalism", but can’t find the text online.

My question is this - if Yugoslavia served as an ally and a buffer zone (as Reagan stated himself in the files above) between the USSR and the west, how come there was the radical shift in US policy immediately after the collapse of the Soviet Union?
I’m having a difficult time understanding these moves. Why would several new nations be a better choice for the US global policy then 1 big one?

Separatist wars that broke out in the early 90’s could not have happened if the US didn’t gave the "green light" for it.
Naturally US documents from this era are mostly still classified.

I hope some of you who are more into geopolitics can help me on this one:
1) why break Yugoslavia into several small capitalist nations instead of transitioning the whole country into capitalism (like Russia) ?
2) why let random Islamic radicals like Taliban organize camps in central Bosnia so close to Europe (they’re still there btw) ?
3) why pursue the plan of conflict rather then peaceful disintegration ?

I state all these questions describing the US as the grand puppetmaster of events that took place 1990-now in the Balkans, some may disagree, but lately more and more evidences back up this claim (for example, recently it has been acknowledged that Croatian forces liberated parts of the country by the direct US command etc.)

On Saturday evening at Semora Spraoi RAG were screened two abortion rights documentaries, ‘The Coat Hanger Project’ and ‘Abortion Democracy : Poland/South Africa’. The makers of both documentaries were present so the screenings were introduced by them and there was a wide ranging discussion after the films had been show. More than 100 arrests in Leipzig neo-Nazi and anarchist clashes

Initially around 600 young neo-Nazis were expected, but when more than double that number showed up, police delayed the march, saying they had to check the identities of some participants and wait for reinforcements.

Reports suggest the neo-Nazis became impatient and started throwing stones, bottles and fireworks at the police, who cancelled the march and used a water cannon against those refusing to disperse.

The citizens’ protest march under the motto ‘Leipzig Makes a Stand’ continued peacefully, and included the Leipzig mayor Burkhard Jung, who had called on all locals to show opposition to the neo-Nazis.

But several groups of anarchists emerged from the crowd and confronted the police, resulting in scuffles and arrests.

Friday night had already seen rioting in the alternative Connewitz area of the city, with anarchists throwing stones and bottles at police, setting up barricades and setting rubbish containers on fire.

The Leipziger Volkszeitung reported that four police officers were injured, one requiring an operation on his hand, while Leipzig police president Horst Warwrzynski was slightly hurt when a firework detonated near him.

A total of three cars were damaged after being overturned, while a bus used by the neo-Nazis was burned out, the paper reported.

It also said that people living along the route that had been selected by the neo-Nazis had received a faked council notice telling them to put their rubbish out on Saturday because the council was making a special collection of organic and bulky rubbish.
